The Senior Program Manager provides strategic leadership and day-to-day management of the Maternal Health Innovation (MHI) Program and related maternal and child health initiatives at the Mississippi Public Health Institute (MSPHI). This position is responsible for overseeing federally funded projects, managing staff and contractors, coordinating partnerships, monitoring budgets and deliverables, supporting evaluation activities, and ensuring compliance with grant requirements. The Senior Program Manager serves as a key representative of MSPHI with state agencies, healthcare providers, community organizations, academic institutions, and national partners.

Essential Duties and Responsibilities

• Direct the implementation of the HRSA Maternal Health Innovation Program and related maternal and child health initiatives.
• Develop and execute work plans, timelines, and strategies to achieve grant objectives and deliverables.
• Monitor program performance and ensure compliance with grant requirements, contracts, reporting obligations, and funding regulations.
• Develop grant applications, proposals, scopes of work, budgets, and supporting documentation.
• Monitor program budgets, expenditures, contracts, and invoices to ensure compliance with funding requirements.
• Prepare and submit progress reports, performance measures, and other grant deliverables.
• Supervise program staff, consultants, and contractors, including performance management and professional development.
• Build and maintain relationships with healthcare providers, hospitals, federally qualified health centers, state agencies, community organizations, and other stakeholders.
• Facilitate advisory groups, task forces, workgroups, and collaborative meetings.
• Represent MSPHI at local, state, and national meetings, conferences, and public events.
• Collaborate with evaluators, data analysts, and partners to monitor program outcomes and performance measures.
• Utilize data to identify trends, inform decision-making, and support continuous quality improvement efforts.
• Prepare presentations, reports, and other communications for diverse audiences.

Required Qualifications

• Master's degree in public health, public administration, healthcare administration, social work, nursing, business administration, or a related field.
• Minimum of seven (7) years of progressively responsible experience managing complex public health or healthcare programs.
• Experience managing federal grants and cooperative agreements.
• Experience developing and managing project budgets.
• Experience working with state agencies, healthcare systems, community organizations, and academic partners.
• Experience interpreting and utilizing public health data and evaluation findings.
• Experience supervising staff and leading multidisciplinary teams.
• Excellent written, verbal, presentation, and interpersonal communication skills.
• Strong organizational, project management, and problem-solving abilities.
• Proficiency with Microsoft Office Suite and project management tools.

Preferred Qualifications

• Experience managing HRSA, CDC, NIH, or other federal awards.
• Knowledge of maternal and child health, healthcare systems, behavioral health, health equity, or population health initiatives to improve maternal and infant health outcomes
• Grant writing experience.
• This position is based in Madison, Mississippi and requires occasional statewide and national travel. The position requires the ability to attend meetings, conferences, and public events.

Pay: $80,000.00 - $85,000.00 per year
